In essence, yes it is about using the web/tools to gather info to make health-related decisions, manage health records, and share healthcare experiences. I think the industry as a whole is in the process of defining Health 2.0, with many players tackling different health aspects. Microsoft and Google are taking on health records and how they are managed, patientslikeme.com is a site to share experiences managing different diseases or doing various treatments. At the moment the space is just too new to be clearly defined beyond its catchy name. HIPPA certainly has been an influencing factor in stimulating industry growth because it wanted so badly to be the benchmark legislation in mandating digital health records, but it has taken 8+ years so far to implement...Maybe loosening some of the requirements/restrictions will help with adoption.
